New Water Risk Management Solution Unveiled in Norway

As climate uncertainty and data complexity challenge communities everywhere, Norway became the launchpad for a transformative new tool. At a regional industry event focused on geospatial data, risk management, and technological innovation, Intoto officially launched Verden — a next-generation platform for understanding, communicating, and responding to water-related risks.

Held in collaboration with Digin — a dynamic cluster of IT and tech companies in southern Norway — the event brought together 60 professionals from 30 organizations, including municipal risk managers, emergency response leaders, technologists, and data scientists. It marked not just the debut of a new product, but a celebration of shared vision: smarter, data-driven water risk resilience for the communities and ecosystems that need it most.

A Gathering of Innovators and Risk Leaders

Designed for stakeholders working at the intersection of geospatial intelligence, emergency preparedness, and technological innovation, the event drew strong representation from local governments, private industry, and national agencies.

With eight speakers across short introductions and keynote talks, the themes ranged from data integration and live monitoring to global best practices and local resilience. The lineup reflected the growing momentum behind collaborative, tech-enabled approaches to water risk.

Key speakers included:

  • Frode Aagedal, CEO of Intoto, who unveiled Verden as “a new generation of water risk management tools.”
  • Sigurd Paulsen, Risk Management Officer for the Municipality of Kristiansand, who spoke on how modern data tools — and specifically Verden — are reshaping local strategy.
  • Daria Ludtke, COO of Wegaw, presented digital twin innovations for snow and water modeling based on satellite data, highlighting her company’s growing collaboration with Intoto.
  • Lars Fredrik Gyland, Regional Officer at the Norwegian Mapping Authority, spoke on upcoming innovations in the region and their work with Intoto.
  • Arnt Erling Skavdal, CTO of Tampnet, discussed the intersection of geotechnologies, sensor networks, and data-driven risk innovation on a global scale.

The result was a focused, high-energy exchange of ideas — and a perfect event for introducing Verden to the world.

Introducing Verden: Local Worlds, Smarter Responses

With Verden, Intoto is setting a new standard for proactive water risk management. Unlike older systems that offered one-size-fits-all solutions, Verden is designed as a flexible, modular platform that allows users to build localized, real-time views of water conditions — integrating diverse data sources into intuitive, actionable tools.

“Verden enables the creation of local worlds — rich visualizations and dashboards that combine live sensor data, satellite inputs, predictive analytics, and human observations,” said Frode Aagedal during his presentation. “It’s a Swiss army knife for proactive risk management.”

Verden is already live and in use, with a number of clients recently onboarded and more set to go live in the coming weeks.

Immediate Impact and Reactions

The live demo of Verden sparked enthusiastic responses from attendees, not only for its technical sophistication but for how instantly understandable it made complex data. One example stood out: a real-time visualization of water levels next to a church — simple, precise, and deeply resonant for both technical and non-technical viewers.

From a public sector perspective, Sigurd Paulsen of Kristiansand offered high praise:

“This new generation tool pretty much answered all my wishes. The speed of innovation at Intoto is unheard of. We’re looking forward to implementing Verden across our organization.”

Andreas Kjøndal, a respected river kayaking expert in Norway, shared his reaction:

“This tool has changed how we relate to the river. It gives us the data we need to understand when it’s safe to kayak — and when it’s not. It’s a game changer.”

The combination of clarity, customization, and collaboration is what sets Verden apart — and why it resonated so strongly with such a diverse audience.

What Verden Solves — and What’s Coming Next

At its core, Verden addresses a central challenge in water and environmental risk management: fragmentation. Too often, critical data lives in silos — sensor networks, satellite feeds, municipal systems, or static reports — with little integration or clarity. Verden brings that data together, in one place, in ways that are visually intuitive and operationally useful.

Among the key capabilities available today:

  • Creation of localized sites, dashboards, and public portals
  • Real-time monitoring of water levels, weather conditions, and more
  • Integration of various data streams including satellite and sensor data

And this is just the beginning. Over the coming months, Intoto will release new Verden modules, including:

  • Tools for setting warning levels and SMS alerts
  • Advanced data analytics and scenario modeling
  • Interfaces for crowdsourced human observations
  • New options for automated and self-service setup, empowering even non-technical users to create sophisticated monitoring environments

As CEO of Intoto, Frode Aagedal noted, “Our ambition with Verden is to create a tool that enables humanity to better understand its world. Whether it’s managing floods, planning safer infrastructure, or simply seeing conditions more clearly — Verden is designed to help.”

The launch event in southern Norway was the first step — but certainly not the last. Intoto is now rolling out Verden to new clients, engaging with partners to shape its roadmap, and preparing for broader national and international deployment.

As one attendee put it:

“This isn’t just another system. It’s a platform for changing how we understand risk — and how we respond to it.”

Thank you to Digin, Kartverket, Lister Nyskaping, and Sinpro for co-organizing and supporting the event.
